The popular iPhone Hacker @Nadeem97 says the iPhone 4 AT & T Factory Unlock which some sources are selling are illegal.
@Nadeem97 says they are accessing the apple database illegally and adding the IMEI numbers so that is why high price


He also says if you are desperate and brought it or want to buy the service he advices

"NOTE: DON'T update your "PERMANENTLY" unlocked device until a reliable (tested) solution that saves the auth token is released"









At final he says if you already brought this service
Be sure not to update the iPhone until a reliable solution that saves your activation token comes out
